RAB EVALUATION OF THE HINE MILE PO!WT SAFE ENDS REP w 1 A As you know. Nina Hile Point is in the process of developing plans for the replacement of safe ends because of cracking. OL issued a 10 CFR 50.54(f) letter on April 21, 1982, which required submittal of the utility's plans and schedules for actions for mitigation of worker doses.
In addition, it recuires staff review and approval of irreversible and significant repairs by the licensee before they are undertaken. RAB has been involved in reetings and discussions with the licensee regarding occupational radiation protection aspects of the task.
These discussions show that the ifcensee is considering occupational dose reduction techniques in his planning. The licensee has discussed with us sone of the actions, including decontamination of recirculation piping, shielding, use of recote welding and cock-up training. We have already received a formal subnittal describing their first step, decontamination, and we expect an occupational ALARA submittal next week.
l It is our understanding that the licensee plans to begin pipe cuts approximately May 15. We understand that our review of the licensee's implementation of occupational ALARA, to show conpliance with 10 CFR 20.1(c), should be completed prior to these dose intensive activities. O The laE Health Physics Appraisal at Nine Ittle, conducted Septerber 20 - October 10,19AO, listed several significant findings showinq the need for inorovenant in the occupational dose control progran. Areas needing improvenent identified during the Appraisal included staf fing, training, internal and external dose control, respiratory protection, surveys, RUPs, high radiatin" area access controls, contamination control, instrunent calibration and air samplinn.
Region 1 issued an irrediate action letter (IAL) on October 10, 1980, to con-firn a program for inprovement of the HP Program. This IAL confirmed that nnnthly progress reports wou.ld be made by the licensee to the regien.
