SUBJECT:
INSTRUCTIONS FOR COMPLETING NRC'S LOW-LEVEL RADI0 ACTIVE WASTE MANIFEST e On March 27, 1995, the Nuclear Regulatory Commission (NRC) published in the Federal Reaister the final rule, " Low-Level Waste Shipment Manifest Information and Reporting" (60 FR 15649). The rule, among other things, establishes a set of forms that serve as a national Uniform Low-Level Radioactive Waste Manifest to meet NRC, Department of Transportation, and l State and Compact information requirements. The forms also allow low-level t waste.(LLW) to be tracked from its origin. The rule recuires that a waste generator, collector, or processor, who ships LLW intenced for disposal, prepare an NRC Uniform Low-Level Radioactive Waste Manifest. The manifest Description), and Form 542 (Manifest Index and Rig (Container and Waste includes NRC Form 540 (Shipping Paper), Form 541 ional Compact Tabulation). Enclosed are instructions for completing the NRC Uniform Low-level Radioactive Waste Manifest forms, which include sample manifest forms. Copies of the actual multi-copy forms may be obtained as indicated in the instructions or the rule. .l The effective date of the rule and of required use of the NRC forms is March 1, 1998. However, LLW shippers may be required to implement the regulation at an earlier date by the LLW disposal facility or its regulatory authority. This effective date, March 1,1998, is intended to allow Agreement
- E 755 State' regulators time to revise their regulations and to allow.some FrEEsflexibility in considering when to implement the new requirements.
For Mpg;use the new manifest unless required to do so by a M4+ orilts regulatory, authority. w= 7 Duririg the period before required implementation, the NRC staff encourages . ~. ~ m potential users to experiment with using the forms to reveal any practical ~ problems. - Questions or comments on the instructions and forms may be referred to William R. Lahs, Office of Nuclear Material Safety and Safeguards, U.S. Nuclear Regulatory Commission, Washington, DC 20555, telephone - (301) 415-6756, or to Mark Haisfield, Office of Nuclear Regulatory Research, t U.S. Nuclear Regulatory Commission, Washington, DC 20555, telephone (301) 415-6196.
