BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - BONNET STUDS IMPROPERLY TORQUED ON DECAY HEAT REMOVAL VALVES - BLRD-50-438/82-04, BLRD-50-439/82 SUPPLEMENTAL FINAL REPORT The subject deficiency was inititilly reported to NRC-0IE Inspector R. V. Crlenjak on December 22, 1981 in accordance with 10 CFR 50.55(e) as NCR 1686. This was followed by our interim reports dated January 20, April 15, June 28, August 2h, and November 1, 1982 and January 10, 1983, and our final report dated April 13, 1983 Below is our supplemental final report. We consider 10 CFR Part 21 applicable to this deficiency.
As discussed with NRC-0IE Inspector Paul Fredrickson on December 7,1983, the date of December 5,1983 for completion of corrective actions indicated in our final report on this matter was not met. The Division of Construction's priorities have been reevaluated as a result of the Bellefonte schedule reassessment program. Consequently, insufficient manpower was assigned to this task in order to complete it by the due date.
The corrective action action on this matter will be completed by January 16, 1984.
