HATCH NUCLEAR PLANT UNIT 2 REVISION TO RECIRCULATION PIPING REPLACINFNT REPORT TO NRC Gentlemen:

By letter dated November 7, 1983, Georgia Power Company (GPC) transmitted a report to NRC concerning the recirculation piping replacement at Plant Hatch Unit 2. "Ihat report has been updated to clarify and amplify the information provided. Eight (8) copies of the revised report are enclosed. The ' revisions consist of certain editorial changes and the following substantive changes:

1. De role of the Georgia Power Company Quality Assurance Department is described (subsection 2.6.1 and section 16.0).
2. The description of the seismic analysis has been rewritten (subsection 5.3.3).
3. We description of the pipe whip restraint design has been rewritten (subsection 5.3.5).
4. A description of the analysis for LOCA effects has been added (subsection 5.3.6).

Our November 7, 1983, letter indicated that proposed changes to the plant's Technical Specifications to accommodate the piping replacement had been sQbmitted by our October 20, 1983 letter. Review by NRC determined that the proposed changes were unnecessary based on its interpretation of Technical Specifications with regard to the applicability of limiting conditions for operation while all fuel is removed from the reactor vessel.

Consequently, GPC withdrew the proposed Technical Specification changes by letter dated November 16, 1983. \

GeorgiaPower d Director of Nuclear Reactor Regulation Operating Reactors Branch No. 4 U.S. Nuclear Regulatory Commission Washington, D.C. 20555 December 20, 1983' Page 2 In addition, our November 7, 1983, letter indicated that GPC would submit a proposed amendment to the operating license to address the piping replacement.- Subsequently, the NRC staff provided guidance on piping replacement at a December 1, 1983, meeting with several BWR owner utilities, and our 10 CFR 50.59 safety evaluation determined that no unreviewed safety questions exist. 'Iherefore, GPC has withdrawn by letter dated December 16, 1983 our November 23, 1983 submittal which proposed an amendment to the operating license.

'Ihe procedural guidance provided by NRC for pipe replacement at BWRs was used in the preparation of the safety evaluation per 10 CFR 50.59. As discussed above, no unreviewed safety question has been identified. The enclosed revised report is, therefore, supplied only for your infomation and use.
