Georgia Power Company (GPC) notified the NRC by our letter no.

! NED-83-500 dated October 5,1983 of our plan to replace the Hatch Unit 2 reactor coolant recirculation system piping and certain attached piping of

! other systems during an outage scheduled to begin in January 1984. 'Ihe

subject letter provided a brief description of the replacement effort and promised a more detailed report to be provided to NRC by mid-November 1983.

l Enclosed herein for your review and approval is the detailed report

describing our plan for replacement of the subject piping at Hatch Unit 2.

'Ihe piping replacement and document description thereof have been reviewed and approved by the Plant Review Board and the Safety Review Board.

Proposed Technical Specification changes to accommodate the piping replacement have been submitted by our letter dated October 20, 1983. GPC 7 proposed to change the applicability of the limiting condition'for operation i

of systems and instrtmentation associated with the cooling and protection of fuel in the reactor vessel after all fuel is removed from the vessel. Since l the reactor vessel will be defueled with all fuel stored in the. spent fuel pool and the fuel pool gates wil1~be in place during the piping replacement, certain systems and instrtmentation are not needed to prevent an in-core fuel-related accident, thus, allowing deletion of their limiting conditions for operation while all fuel is removed from the vessel.

l Please be advised that GPC will be submitting' under separate cover a proposed amendment to the operating license as a result of the piping replacement. -It is intended that the proposed operating license amendment will have conditions similar to those imposed on Nine Mile Point-Unit 1 during its recirculation piping replacement outage and are added :to assure that the NRC will be fully informed concerning such issues as pipe stresses and radiation exposures.

Your utmost cooperation is requested to review and approve our piping replacensent plan and proposed licensing changes (i.e., Operating License, Technical Specifications) in a timely manner to avoid any schedular impact on this voluntary major piping replacement.
