In accordance with the provisions of 10 CFR 50.90 as required by 10 CPR 50.59 (c) (1) , Georgia Power Canpany (GPC) hereby proposes to amend Plant Hatch Unit 2 Technical Specifications (Appendix A to the Operating License) . GPC proposes to change the applicability of the limiting condition for operation of systems and instrumentation associated with the icooling and protection of fuel in the reactor vessel after all fuel is removed from the vessel. Pursuant to 10 CFR 50.92, J. L. Ledbetter of the Georgia Department of Natural Resources will be sent a copy of this submittal. Specific instructions for the proposed changes and the proposed changes are included as Enclosure 1.

Durirg the replacement of the main recirculation system piping in an outage tentatively scheduled to begin in January 1984, the reactor vessel will be defueled with all fuel stored in the spent fuel pool and the fuel pool gates in place. Since all fuel will be removed from the vessel during the piping replacement, equipment such as RHR, Nuclear Instrumentation, Scram System, Standby Liquid Control System, Control Rod Drive System, and ECCS Actuation are not needed to prevent a fuel-related accident, thus, allowing deletion of their limiting conditions for operation while all fuel is renoved from the vessel.

The proposed changes have been reviewed and approved by the Plant Review Board and the Safety Review Board and have been determined not to constitute an unreviewed safety question. The probability of occurrence or the consequences of an accident or malfunction of equipnent important to safety would not be increased above those analyzed in the ESAR because the need for

safety-related equipment is obviated as discussed above. We possibility of an accident or malfunction of a different type than any analyzed in the FSAR would- not result from these changes because no new mode of failure' is introduced. %e margin of safety as defined in the basis for any Technical Specification would not be reduced by these changes because operation of the plant would remain within previously analyzed limits. %e proposed changes

have been evaluated and determined not to involve significant hazards considerations. %is evaluation is documented in Enclosure 2.

A determination of amendment class is included as Enclosure 3. We have determined this to be a Class III amendment and have enclosed the appropriate payment.

As noted herein, these proposed changes are necessary to acwm.adate the replacement of the main recirculation system piping in an outage tentatively scheduled to begin in January 1984. Consequently, your review of the proposed Uwchnical Specification changes in a timely manner is requested.
