SUBJECT:
Shearon Harris Nuclear Power Plant Unit No. I 10CFR50.55(e) and 10CFR21 reportable deficiency.
Seismic qualification test failure of these starting air check t-valves for the emergency diesel-engine generator sets.
ITEM:
Starting air check valves (vendor Part No. 74046-146, Iem 5252) of the starting air system for the emergency diesel-engine generator sets.
SUPPLIED BY:
Transamerica DeLaval Inc., Oakland, California under CP&L Purchase Order NY-435079.
NATURE OF DEFICIENCY:
In December, 1982, Transamerica DeLaval, Inc., notified

CP&L of a potential problem with a starting air check valve. This valve is to be installed in the line between the starting air compressor and the starting air storage tanks. This valve functions to allow the air compressor to charge the storage tank and prevent backflow once the tanks are charged.
During Seismic Qualification Testing, one of the starting air check valves was found to leak. A valve containing a modified disc assembly has since been seismically tested and accepted.

DATE PROBLEM OCCURRED:

DATE PROBLEM REPORTED:
December 23, 1982, CP&L (L. E. Jones) notified the NRC (A. Hardin) that this item is reportable under the provisions of 10CFR50.55(e) and 10CFR21.
SCOPE OF PROBLEM:
This problem involves three starting air check valves.
REASONS DEFICIENCY IS REPORTABLE:
The emergency diesel-engine generator sets supply on-site power to safety and essential loads in the event of the loss of both normal on-site and off-site power.
Proper operation of the starting air system is necessary to start the diesel engine generators.
Improper operation could affect the availability of emergency on-site power.

9 CORRECTIVE ACTION:
The three affected valves were returned to Transamerica DeLaval Inc. for modifications. The vendor has indicated that the modified valves will be returned to CP&L by December 30, 1983.
FINAL REPORT It is currently projected that the final report will be submitted by February 17, 1984.
