This refers to the routine inspection conducted by Mr. Bissett of this office
on September 19-23, 1983 of activities at the Calvert Cliffs Nuclear Power

Station and your Baltimore, Maryland Corporate Offices authorized by NRC
License Nos. DPR 53 and 69 and to the discussions of our findings held by Mr.
Bissett with Mr. J. Carroll and other members of your staff at the conclusion
of the inspection.
Areas examined during this inspection are described in the NRC Region I In-
spection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selec.fve examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
This violation has been
categorized by severity level in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register Notice (47 FR 9987) dated
March 9, 1982. You are required to respond to this letter and in preparing
your response, you should follow the instructions in Appendix A.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room unless you notify this office,
by telephone, within ten days of the date of this letter and submit written
application to withhold information contained therein within thirty days of
the date of this letter.
Such application must be consistent with the re-
quirements of 2.790(b)(1). The telephone notification of your intent to
request withholding, or any request for an extension of the 10-day period
which you believe necessary, should be made to the Supervisor, Files, Mail and

As a result of the inspection conducted on September 19-23, 1983, and in
accordance with the NRC Enforcement Policy (10 CFR2, Appendix C), the following
violation was identified:
Technical Specification 6.8.1.a requires that written procedures be
established, implemented and maintained. Operr. ting Instruction (01)-15,
Service Water System, Revision 14 dated June 21, 1982, requires that the
Service Water side of the Spent Fuel Pool Ccolers have their outlet valves
open and inlet valves positioned as desired, depending on the operational
status of the coolers.
Surveillance Test Procedure (STP) 0-7-1, Revision
27 requires that the #11 Spent Fuel Pool Cooler Service Water Inlet Valve
be opened following testing of the Containment Spray Actuation System
,
(CSAS) which closes the valve.
Contrary to the above, (a) STP 0-7-1 was not properly established in that
the procedure did not restore the Spent Fuel Pool Cooler Water Valve
lineup to that specified in 01-15; and, (b) STP 0-7-1 was not properly
implemented on September 20, 1983 in that the #11 Spent Fuel Pool Cooler
Service Water Inlet Valve was not opened following testing of the CSAS.
This is a Severity Level IV Violation (Supplement I) applicable to DPR-53.
Pursuant to the provisions of 10 CFR2.201, Baltimore Gas and Electric Company
'
is hereby required to submit to this office within thirty days of the date of
this Notice, a written statement or explanation in reply, including: (1) the
corrective steps which have been taken and the results achieved; (2) corrective
steps which will be taken to avoid further violations; and (3) the date when
full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this
response time.
