Reportable-Deficiency in Motor Control Cabinets supplied under Purchase Order NY-435143.

ITEM: -

Loose attachment nuts SUPPLIED BY:

Gould ITE, West Minster, Maryland NATURE OF DEFICIENCY: -

' The subject Unit 1 equipment-has been received at the site. Loose attachment nuts between the MCC base channel and the MCC unit were found.

l DATE PROBLEM OCCURRED:

The problem was identified during a CP&L and NRC field -

inspection at the site on August 23,1983.

DATE PROBLEM REPORTED:

On September 7,1983, CP&L (N. J. Chiangi) notified the NRC (A.

(Hardin) that this -item was potentially reportable per the provisions of 10CFR50.55(e). On October 5,1983, CP&L (N..'J.

Chiangi) notified the NRC (P. Bemis) that this item was reportable per provisions of 10CFR50.55(e).

SCOPE OF

- PROBLEM:

The deficiency involved the following motor control cabinets supplied under Purchase Order NY-435143: 1A 35-SA, IB35-SB.

SAFETY IMPLICATIONS:

Seismic qualification of these cabinets is required to assure structural integrity during a seismic event.

Safety-related f

components are located in the cabinets; thus, structural failure would jeopardize operation of safety-related equipment.

REASONS I

DEFICIENCY IS REPORTABLE:

These cabinets had been installed and inspected prior to the discovery of this deficiency. HPES. evaluated this condition and determined this to be significant to the structural integrity of the equipment.

CORRECTIVE

' ACTION:

1.

The two subject MCC units have been reworked by field personnel and reinspected.

2.

All motor control cabinets under this purchase order installed in the field have been reinspected for this condition and reworked as ' necessary.

In addition, MCC units (under Regulatory Guide 1.29) installed in the field have been reworked and reinspected also.

PREVENTIVE MEASURES:

NPCD has issued a change to the Work Procedure WP-105 in order for this item to be checked and verified during the equipment installation.
