l B. POLICY AND METHODS O 1. cenerai Z '

[= a. All licensed and non-licensed supervisors and operators on 4 shift must be aware of the plant status at all times. This includes supervisors being responsible for the performance of all personnel assigned to their shift who could affect plant safety. Knowledge of the plant's status must be ensured during shift changes by formal shift turnovers.

b. All Operating personnel must be alert and remain within their insmediate areas of responsibility until properly relieved and be responsible for monitoring the instrumentation and controls located within their areas.

They are responsible for taking timely and proper actions to ensure safe operation cf the facility.

c.

Shift turnover checklists or sheets shall be utilized for the SE, SCRE. SF, and NSO Positions. The unit (s) shall be in a stable condition prior to beginning the shift turnover process. Ensure shift turnover does not occur automatically at a preset time. Consideration must be given to evolutions or transients in progress that may

.-) degrade or.become unsafe if attention is diverted to allow a proper turnover. NO person shall assume a shift position unless he is physically and mentally fit to competently discharge his responsibilities. N0 person shall permit his relief to assume the shift if there is doubt that he is alert, coherent and fully capable of performing his assigned duties.

2. shift turnover activities.
a. Shift Enelneer.

(1) The Shift Engineer shall be relieved only by an individual holding a valid active Senior Reactor Operator's (SRO) License.

(2) Turnover shall take place in either the Shift Engineers' Office or the Control Room.

(f) Review the Shift Engineer's, Unit and Center Desk Logs from the last date on shift or for the preceding four (a) days, whichever is less.

(d) Walk the Unit and Center Desk Control Panels, performing a thorough review of system configuration, alarms, and indication.

(e) Perform a face-to-face turnover with the off-going SCRE, utilizing the turnover sheet.

This will include as a minimum, discussion of:

  • Technical Specification LCOs in offect
  • Time clocks in effect
  • Fire watches in effect

This also applies when the Unit Operator is required ,

to go behind the back panels. '

(3) It is recognised that emergency situations may arise j which were not foreseen as occurring during plant 1 operation. Plant events which were analyzed individually may, when taken together, produce results which were not expected. These emergency situations

' are defined as rare and serious circtestances which, if uncorrected, could result ing (a) injury to the public or Company personnel, (b) releases off-site above technical specification limits, or (c) damage to equipment, if such damage is tied to a possible adverse affect on public health and safety.

l If such emergency situations should arise, prudence I may require allowing a Unit Operator to leave the area .

(5) A Unit Operator may find it necessary to go to the ,

, the Unit Operator must be able to monitor his Unit.

,) The center desk is not the assigned location for a i Unit NSO, and therefore, trips to the center desk I should be infrequent, and of reasonably short duration. l

5. Camusunications will be maintained between the Unit NSO and the EA or EO:

EA/E0 assigned to the unit's operation must maintain comunications with the NSO by radio and inform him prior to entering and after exiting areas where radios cannot'be used.~ For specific usage requirements, refer to DAP 7-17, Control and Use of Operation's Department Radios.

Cosmounications to operating personnel must be clear and concise. Directions shall be given in such a manner that they are explicit and understandable. There shall be 100% ,

use of repeat-back on all forms of communication involving tasks, commands, and procedure steps that involve the operation of Station equipment. Orders should be discussed until there is no doubt as to the expectations and understanding.

The use of Temporary System Alterations will be performed in accordance with DAF 7-4, Control of Temporary System Alterations.

Record keeping for routine observations will be recorded in the '

operation log books and log data sheets in accordance with DAP 7-5, Operating Logs and DAP 7-10, Charts and Chart Recorders.

Condensate domineraliser resin bed status will be indicated on the status card board as well as in the Condensate Domineralizer Station log book. All data required on the card should be provided for each resin bed as well as the current location.

12. Ins tr --a t Indications and Maninulation of controls
a. All Operating Department personnel are responsible to believe and respond to instrument indications until they are proven to be incorrect.

some areas of the control room during plant power operations l because of the risk of bumping or otherwise moving critical '

controls.

I Plant cleaning will normally be conducted in accordance with the 1 assignments provided in MP 3-12, plant Cleaning Frogram. l Special assignments will be assigned by the Operating Engineer. l The Shift Supervisor will initial the assignment sheet to i indicate cleaning has been completed satisfactorily or will so note that indicated plant conditions precluded cleanup.

The conduct of the Licensed Operator while the students are manipulating the controls is defined in Title 10 code of Federal Regulations (CFR) Part 55.13.a.2, which states that a license is not required for "an individual who under the direction and in the presence of a licensed operator or senior operator, manipulates the controls of a facility as a part of the individual's training in a facility licensee's training program as approved by the Commission to qualify to an operator license under this part".

d. Loud talking, shouting and profanity are to be discouraged I when in the control room as these practices are distracting and unprofessional.
e. The above elements are not all inclusive. They do, however, outline specific performance requirements for certain elements of nuclear plant operations which indicate the seriousness with which the Company views such actions.

Our objective is a professional atmosphere - one in which operators and their supervisor continue to gain in knowledge of the plant and its operations while performing normal evolutions and routines.

The task may then be performed without the procedure "at-hand" provided the Supervisor Assures -

4 In-plant Operators may perform discreet steps of a procedure without the procedure at-hand provided they are being directed by'an Operator in the Control Room who does have a procedure at-hand and in-use.

It should be noted that conditions change and may be different from those specified in existing procedures. Certain tasks may be done that are not covered by existing procedures. It is also recognized that'there may be' situations where an activity may not be able to be completed without more specific guidance or information. In these instances, Operators and Supervisors are expected to work together and attempt to resolve these conflicts through the use of existing policies and obtaining outside help as necessary. It is understood that great effort is often required to resolve procedural problems, and that circisastances will dictate the agenda. It is the Operations Department's responsibility to ensure operating work is performed in a safe and acceptable manner.

(1) Normally load change requests by the station are made to SPSD by the OE. Notification should be made as early as possible. Communication to the shift is through the daily order book.
