       "=                             This procedure defines the Operations Department organization and

POLICY AND METRODS: ' 2 p -The Operations Department is organised in accordance with the 4 Quality Assurance Manual and is comprised of personnel in the following classifications: Assistant 3uperintendent. Operations - (ASO) Operating Engineer - (OE) Shift Engineer - (SE)- Station Control Room Engineer - (SCRE) ' Shift Supervisor (Licensed) - (SSL) , Fuel Bandling Supervisor - (FRS) Shift Supervisor (Non-Licensed) - (SSN) Nuclear Station Operator - (NS0) Equipment Operator - (EO) Equipment Attendant - (EA) Engineering Assistant - (Eng. A) Radwaste Coordinator - (RWC) Station Laborer Coordinator Station Fire Marshal - (SFM) ' DEOF Coordinator Operations Staff Personnel -.

  • All plant operations are supervised by the Assistant Superintendent Operations. The Operating Engineers report to.the ASO and direct l

daily operations through the Shift Engineer. The Shift Engineer is responsible for all shif t activities; however, each Unit operation is supervised by a designated Shift Supervisor (Licensed). l The Assistant Superintendent Operations, Operating Engineers, Shift Engineer, Station Control Room Engineer, Shift Supervisor i (Licensed), Fuel Bandling Supervisor, and Nuclear Station Operators will maintain appropriate NRC Licenses for the station. (3) Periodically evaluates crew performance at the simula. tor stressing procedural adherence, conservative actions to abnormal reactivity events, and proper attitude during training events paralleling expected behavior in the control room. (4) Reviews the implementation of operator training regarding reactivity events. (5) Participates in the onsite review of reactivity control procedures. (6) Participates in the onsite review for a unit restart i following an outage. (7) Notifies the Station Manager and Production Superintendent of any unplanned criticalities or abnormal reactivity events.

(6) Analyzing the circumstances, determining the root cause, ascertaining whether operations'can proceed safely, and obtaining approval from the Station Manger or his designated alternate before the Reactor is returned to criticality af ter a trip or scram. (7) Analysing the circumstances, determining the root causes, ascertaining whether operations can proceed safely after a substantial unscheduled or unexplained power excursion. (8) Reviewing shift logs for accuracy and completeness and initialing at the end of the shift. (9) Initiating deviation reports of Reactor trips and abnormal activities and NRC notification of reportable ' occurrences as required by plant procedures. (4) The return to service of equipment and systems following maintenance, testing or operational activities. (5) Surveillance activities i

g. During any transients which may lead to a failure of fuel rods, radioactive release which has the potential of exceeding the Technical Specifications Limits, failure of
          "                           the Reactor Coolant System or containment barrier, or the loss of function of a safety system, he shall establish himself in the Control Room as directly responsible.for the operation of the plant.

During the initial stages of any transients, prior to the Shift Engineer's arrival in the Control Room, any response actions will be directed by the Station Control Room Engineer. Af ter the Shif t Engineer arrives in the Control Room and the Unit is in a condition that permits a turnover to take place, the Station Control Room Engineer will perform a complete turnover / briefing of ongoing activities. This turnover / briefing should ensure all pertinent information has been made available to the Shitt Engineer. While there is no time limit for completion of this turnover / briefing, it should occur in a timely manner. Duration should be contingent on the amount of activity underway or the nature of the transient or emergency condition. Once complete, the Station Control Room Engineer will be relieved of his first line supervisory duties by another Shif t Supervisor and assume the role of Shift Technical Advisor. (7) Maintaining a valid active SRO License. (8) Disseminating Operating Experience Assessment Report information in a timely manner. (9) Notifying the DEOP Coordinator whenever any point or instrument labeled as DEOP-related will be taken out of service, or is otherwise not available to the- ' operator, except for testing or situations where the equipment can be readily restored to operation.

d. Assists the Shift Engineer:

In this context, abnormal operation is defined as any unit scram or other event of sufficient seriousness to require detailed technical assessment. (2) Be responsible for evaluating the transient or accident condition and for providing direction to the shift to assure that the core is adequately cooled. During his absence he must: (1) Not be away for periods exceeding 10 minutes. (2) Be able to be reached immediately. (3) Assure,that there is a qualified SRO in the Control Room. (4) Assure *that his approximate location is known to the SRO that relieves him and the Center Desk Operator. , J.
