Docket Nos. 50-445 and 50-446 Initial Response to Board Memorandum (Procedure Concerning Quality Assurance)

Dated October 25, 1983 In subject Memorandum, the Board reiterated its instructions in the 10/21/83 telephone conference call with the Board and parties (Tr. 9076-9134)

". . . for CASE to file with us allegations of specific identified quality deficiencies that the Board may view on the site of the Comanche Peak Plant. . . We will consider (after the parties have responded) whether these allegations require the Board to make a site visit, on-the-record, for the purpose of verifying their accuracy, prior to hearings on their importa nce. "

In the 10/21/83 conference call, the Board instructed CASE to file within two weeks (by today) our proposed schedule for complying (if we were unable to complete it within two weeks); further, the Board instructed that CASE was to attempt to file a partial statement of what we have discovered to that point so that the Board could see whether we are making progress on finding spccific conditions. (See Tr. 9127-9129.)

As we indicated in the conference call would probably be the case (Tr. 9128/10-11),

we have been unable to complete this task at this time.

We have contacted several individuals regarding the Board's possible site visit as outlined in the preceding. We have still been unable to contact several individuals, and at least one of them is on the road and we must await his telephone call to us (there is no number at which we can contact him).

We will keep trying to contact the others.

, We expect to be able to make a more complete (if not entirely complete) report about the middle of next week after we have had the opportunity to contact some other individuals over the coming week-end (one of the problems has been that many of the individuals we are trying to contact work during the day and are difficult to catch at home at night).

Although we are still hopeful that the Board's proposed site visit may be a worthwhile effort, we are concerned at the amount of emphasis being placed on it by the Board. We will be addressing this in more detail when we make our additional filing about the middle of next week.
