1 SPDS PARAMETER SELECTION SAFETY ANALYSIS This safety analysis describes the basis on which the parameters monitored by the Fort Calhoun SPDS are sufficient to assess the safety status of each safety function for a wide range of events, including severe acci-dents. The safety functions and the parameters to be monitored to assess the criteria of each safety function are identified in the CE Emergency Procedure Guidelines (EPG). The CE EPG's also contain guidance for safety J

function status checks. The philosophy behind selecting the SPDS para-meters is that the SPDS at Fort Calhoun is a computerized method of assessing the safety functions identified in the Emergency Operating Procedures (EOP) which will be based on the CE EPG's. Because the E0P's have not yet been prepared for Fort Calhoun Station, this analysis is based on the CE EPG's. The analysis identifies the safety function, the parameters identified by the EPG's, the corresponding variables monitored by the SPDS, and the adequacy of the SPDS variables.

by the SPDS Based on this survey, the District concludes that all parameters iden-tified in the CE EPG safety function status check matrix are monitored by the SPDS. The EPG safety function status check was developed to assure safety functions were being maintained for a wide range of events in-cluding severe accidents. The CE EPG's were approved for plant specific implementation in Generic Letter 83-23. Therefore, the District concludes that the parameters monitored by the SPDS are sufficient to assess the status of the safety functions. Further, the District concludes that the implementation of these parameters on the SPDS does not constitute an unreviewed safety question.
