This letter will exclain the need for additional relief and nrovide a nronosed modification schedulo.

In addition, you will find attached a revised Section 4 of the Peach Rottom Safe Shutdown Report, Tabulation o' Modifications.

All of the modifications listed in the Safe Shutdown Report that requiro encansulation of cables within a 3-hour rated barrier will need Fchedule relief.

Prenentiv the NPC has only indicated anoroval of Thermo-lac 330-1 as a 3-hour encaonulation material and, other than standard construction wall s, it in the oniv material marketed that is canable of oroviding this nrotection.

Ne are nianninq to use Thermo-laa for the encansulations.

However, the installation of Thermo-lag material is very labor intensive.

The material is shioned either as a caste material which must he annlied to a dry thickness of 1"

(wet thickness 1 1/2") around a wire mesh screen or as rioid nrefabricated sheets 1/2" thick, which must he cut and fabricated into suitable enclosures on a case hv case basis.

i'h e manufacturer had oriqinally indicated that installation would take only 1 manhour ner foot.

After discussions with the manufacturer, PSI, Inc., and other utilities that have installed the encansulation material, it is estimated that installation will renuire about 14 manhours ner linear # cot of racewav.

There ara a total of 6500 linoar feet of raceway that require j

encansulations.

We currently have exnerimental and practice quantition on site to assist in determinina the best method of annlication in the field.

second part (the encapsulation) can be performed non-outage.

The present commitment requires that the work be completed by the end of the next refueling outages.

We recuest that the first portion be recuired to be complete by the end of the next refueling outage with the encapsulation portion to be completed by December 31, 1983.

In addition, schedule relief is being requested for two other modifications because of material unavailability and unforeseen design problems.

The commitment to perform modification 1029R, adding eight hour battery supplied emergency lights in selected areas, will have to be extended two months to June 1, 1983 because of delays in delivery of inverters.

The commitment to perform modification 1029U, providing a water curtain in the west corridor on 135' elevation, Units 2 and 3, will have to be extended two months to June 1, 1983 because of design problems.

Our design process has taken lonaer than anticipated because of difficulties encountered in routing and supporting the water curtain piping system.

Considering the magnitude of the encapsulation task, and unforeseen problems that can be expected to develop during the modification process, it should be recognized that there are uncertainties associated with establishing any schedule at this time.

However, we are confident that a substantial portion of the encapsulation work will be completed during 1983.

In lieu of a definitive completion schedule, we propose to submit a progress recort every four months to the NRC starting in May, 1983.

The report would identify the status of each modification and update our expected completion date.

A flexible implementation schedule that recognizes the uncertainties and engineering challenges imposed by the safe shutdown modification, is needed to establish the climate essential to performing major revisions to vital safety systems in a proper manner.

Considering the uncertainties associated with any modification, we also propose this approach to all of the remaining fire protection modifications identified in the June 28, 1982 submittal.

The modifications required to meet Appendix R,Section III.G. involve primarily modifications to the electrical control circuitry for the plant's safety systems.

It is essential that the design, selection of material, safety reviews and installation of these modifications be performed in a careful and deliberate manner so as not to adversely impact plant safety.

Recent improvements in the Peach Bottom fire protection program as well as the use of IEEE 383 qualified cables selected for installation in the facility, provides cufficient

compensatory measures to ensure safe shutdown capability until such time a final design can be implemented.

The improvements include additional suppression systems, and a new early warning detection system in all areas which present an exposure fire hazard to safety related systems. The~new detection systems provide protection for twenty-one additional' areas in each unit,-

and improve the protection in five'other areas.

The new early warning detection system, as well'as the_ improvements in fire protection training, ensure a prompt response to a fire by the fire: brigade to mitigate the extent of damage to safety related equipment.

For these reasons, the requested schedule change is appropriate and will not endanger the health and safety of the public.

Therefore, we request, pursuant.to Section 50.12 of the Commission's regulation, exemption to the implementation schedules identified in 10CPR 50.48, subsections (c) (2) ' and (c) (3), as modified by the exemption granted in correspondence dated May 4, 1982 (M. B. Fairtile, NFC to E. G. Bauer, Jr.

PECO.).

Schedule for completion of modifications Those modifications whose implementation requires plant shutdown will be' performed-at the next refueling outage for each unit currently scheduled for Spring 1983 (Uni t _ 3)

R and Fall 1983 (Unit 2).

Those modifications whose implementation does not require plant shutdown will be performed within nine months on Unit 2 and within nine months or before the end of the Spring 1983 refueling outage (whichever is last) on Unit.3.

This proposed implementation schedule represents our current estimation for completion of the work and may be revised at a later date for reasons beyond our' control such as delays in material delivery or unforeseen technical problems.
