Docket No. 50 219 Facility Operating license No. DPR-16 Technical Specification Change Request (TSCR) No. 204 Containment High Rangn Radiation Monitnrs Pursuant to 10 CFR 50.90 and 10 CFR 50.91, GPU Nuclear Corporation (GPUN),

operator of the Oyster Creek Nuclear Generating Station, Facility Operating License No. DPR-16, requests a change to Appendix A of that license.

The enclosed-Technical Specification Change Request (TSCR) proposes to have available a preplanned alternate method capable of being implemented to provide an estimate of the radioactive material in containment under accident conditions if both containment high range radiation monitors are inoperable for more than 7 days. This TSCR complies with the Amendment No. 116, NRC Safety Evaluation rectirement for this additional technical specification. As ssecified in GPU Nuclear's July 23, 1991 letter, procedural implementation of tie preplanned alternative monitoring method will be within 90 days after approval of the technical specification is received.

This license amendment request has been reviewed in accordance with Section 6.5 of the Oyster Creek Technical Specifications, and using the standards in 10 CFR 50.92, we have concluded that this proposed change does not constitute a significant hazards consideration. Pursuant to 10 CFR 50.91(b)(1), a copy of this amendment request has been sent to the State of New Jersey Department of Environmental Protection.
