DPR-42 50-306 DPR-60 Information Related to Resolution of Seven Remaining Relief Requests on Inservice Testing Amendment numbers 60 and 54 to the Prairie Island operating licenses revised the Technical Specifications to require inservice testing of pumps and valves to be performed in accordance with Section XI of the ASME Code. When these amendments were issued, seven requests for deviations from the requirements of the Code remained unresolved with the NRC Staff. Meetings were held on February 11, 1983 and October 13, 1983 to discuss these unresolved items.

The purpose of this letter is to provide our commitments, based on understandings reached at these meetings, to resolve the remaining areas of disagreement.

Relief Request Number 4 - Testing of Submerged Fuel Transfer Pumos Each of the six pumps will be tested each year. One pump will be tested every two months. Motor running current will be seasured and compared to action ranges confirmed with the macufacturer.

If any test indicates pump deterioration, all remaining pumps will be tested at that time also.

Relief Request Number 24 - Pump Characteristics This relief request will be withdrawn for the component cooling water system pumps. The specified Code limits will be used.

o Director of NRR, USNRC October 28, 1983 Page 2 Diesel generator air start control valves will be course timed quarterly. Simultaneous motion will be confirmed.

Diesel cooling water pump jacket cooler outlet valves will be course timed annually. Smooth operation will be verified by observing stem motion (approximately one second for travel) quarterly.

Relief Request 22 - Stroke Time Redundant electric hydrogen recombiners have now been installed in each unit in accordance with the Commission's interim hydrogen rule. These units now satisfy the requirements of 10 CFR Part 50, Section 50, Section 50.44(g). The capability for controlled purging specified in Section 50.44(e) can be satisfied by the post LOCA hydrogen vent system and by a number of other plant systems. For this reason, timing is not critical for the four control valves involved and extraordinary measures to accomplish valve timing are not warranted.

In light of the recent addition of the redundant recombiners in each unit, we ask the Staff to reevaluate the alternative i

testing we have proposed and find it to be a reasonable means to assure valve operability in a system which is no longer an essential safety feature.
