Northern States Power Company 414 Nicollet Mall Minneapons. Minnesota 55401 Telephane (612) 330-5500 February 15, 1984 Mr. James G. Keppler Regional Administrator - III U.S. Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, Illinois 60137 Dear Mr. Kepplers PRAIRIE ISLAND NUCLEAR GENERATING PLANT Docket No. 50-282 License No. DPR-42 Docket No. 50-306 License No. DPR-60 In previous responses to IE Bulletin 83-03, we committed to placing valves CL-42-1 and 2CL-42-1, Cooling Water Header Turbine Building Check Valves, in our Section XI program for periodic testing.

Valve CL-42-1 was successfully tested when Unit 1 was in cold shutdown in December 1983.

Performing a conclusive test, though, required placing the plant in what is now felt to be an undesirable condition.

Therefore, a request for relief from testing these valves under Section XI will be made in our next program submittal.

Valve 2CL-42-1 will not be tested as committed to in previous responses.

Detailed information concerning this subject was provided to the resident inspector.

Sincerely,

/
