Dear Mr. Denton:
A proposed amendment to the McGuire Nuclear Station Units 1 and 2 Technical Specif1-cation No. 4.5.1.2.c.1 is attached. This amendment would revise the setpoint for Upper Head Injection (UHI) accumulator automatic isolation. The attached pages contain the proposed amendment and justification for the proposed amendment. Pur-suant to 10 CFR 170.22, a check in the amount of $4,400 is enclosed for these Class III and Class I amendments for Units 1 and 2 respectively. This propccad amendment has been reviewed and determined not to involve a significant hazards consideration.
Repeatability of the setpoint for the level instrumentation which provides the UHI accumulator automatic isolation function has been questionable based upon surveillance testing. Because of this, the heat flux hot channel factor, Fq (Z), for McGuire Units 1 and 2 will continue to be administrative 1y limited to 2.20 as stated in Reportable Occurrence Report No. R0-369/82-38 until the Technical Specification is changed as proposed. ,
