BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - NONCONFORMING MATERIAL USED BY WKM IN DECAY HEAT REMOVAL VALVES - BLRD-50-438/82-36, BLRD-50-439/82 SECOND INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector Don Quick on May 3, 1982 in accordance with 10 CFR 50.55(e) as NCR BLN NEB 8207. This was followed by our first interim report dated June 2, 1982. Enclosed is our second interim report. We expect to submit our next report by August 31, 1982.

Descrintion of Deficiency Babcock 8.Wilcox (B8W) has recently found that nonconforming material was utilized by WKM Valve Division, AIF Industries, Houston, Texas, in the manuf acture of some Decay Heat Removal System (DHR) valves.
Carbon steel was utilized instead of stainless steel for the stem to disk pin.
Since the situation has occurred in -more than one valve, B6W is investigating the need for inspection of all WDI valves of this design. This information was transmitted to TVA via B8W 1etter D-4072, and the subsequent NCR was written. Bellefonte unit 1 DUR valves IDH-HV3A and IDH-HV3B and unit 2 valves 2DH-HV3A and 2DH-HV3B were manuf actured by WKM of this design. The unit i valves are installed, while the unit 2 valves are presently at WDI for repairs necesritated in regard to NCRs BLN NEB 8002,1315, and 1316, which were previously reported under 10 CFR 50.55(e). Bellefonte is the only "IVA plant utilizing WKM valves.
Interim Progress Babcock 8 Wilcox has not yet supplied 'IVA with the results of their investigation. Upon receipt of these results and depending upon the outcome of B8W's investigation, 'IVA will then determine any corrective actions.
