SUBJECT:

Arkansas Nuclear One - Units 1 & 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 Appendix B Technical Specification Revisions Gentlemen:

NRC's letter dated May 18, 1982, (1CNA058204) requested that AP&L delete the remaining nonradiological water quality surveillance requirements currently in the Appendix B Technical Specifications for ANO-1. We understand that the NRC has requested the above actions from AP&L in order to comply with recent Atomic Safety Licensing Board decisions which determined that NRC had no authority for water quality because the Clean Water Act placed this responsibility upon the Environmental Protection Agency. Via telephone conversations with the ANO-2 NRR Project Manager, AP&L was requested to propose a similar Technical Specification change for ANO-2.

The attached proposed Technical Specification changes are being provided at this time as requested via telephone conversations with the ANO-1 and ANO-2 NRR Project Managers during the week of February 7,1983. In addition to those changes specifically requested by the NRC, various other sections of the Environmental Technical Specifications, addressing programs which have been completed or are no longer applicable, have been deleted.
