Mr. John F. Stolz Operating Reactor Branch No. 4 Division of Operating Reactors United States Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Stolz:

This letter is being submitted to update our letter dated September 17, 1982 (Serial No. 858) on the status of certain TMI Lessons Learned Items (NUREG-0737) for Davis-Besse Nuclear Power Station Unit No. 1.

In our previous submittal, Toledo Edison identified a June 1983 completion date for Items II.F.1.1 and II.F.1.2 concerning accident monitoring for noble gas and iodine / particulate sampling of the station vent.

The June 1983 date was based upon the availability of vendor support, engineering details completed at that time and construction manpower estimates at that time.

The station vent monitors, two independent systems, were installed following the last refueling outage. Vendor support for pre-operational testing and calibration is currently in progress.

It will take approx-imately six to eight weeks to complete the pre-operational testing before a system can be declared operational. There are four systems involved.

The six to eight week schedule excl6 des any problems identified during the run in and testing of the equipment. At the present time, the vendor is manpower limited and unable to meet the Toledo Edison time schedule for the equipment testing.

After installation of the system, it was determined the original nozzles, which are currently located in the stacks and supply air to the stack vent monitors, are not properly sized and will require replacement.

Engineering is underway to resolve this problem.

7 The schedule to complete the above tasks are not definite at this time.

Based on the uncertainties of the system testing and calibration as well as allowance for resolution of any discovered problems before declaring the system operable in addition to the engineering and installation of new nozzles, a June 1983 date cannot be met.

Based on the above and THE TOLEDO EDISON COMPANY EDISON PLAZA 300 MADISON AVENUE TOLEDO. OHIO 43652 8301120054 830106 PDR ADOCK 05000346 p

g-. Dock;t No. 50-346 Lic;nna N3. NPF-3 Serial No. 891 January 6,1983 Page-2 integrating revised construction manpower estimates into the schedule, a December, 1983 completion date is expected. As the schedule becomes more definitive, and our efforts to expedite construction continues, we will notify you of any improvements we'are.able to make.

We are aware of your intent to submit Confirmatory Orders on this item, as well as other NUREG-0737 items, and wish to ensure that you are aware of the latest information for that submittal. Therefore, we have verbally discussed the content of this letter with our NRC Project Manager.

Very truly yours, RPC: GAB:lah cc: DB-1 NRC Resident Inspector t
