Mr. John F. Stolz Operating Reactors Branch No. 4 Division of Operating Reactors United States Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Stolz:

This letter is being submitted to update our letter dated September 17, 1982 (Serial No. 858) on the status of certain TMI Lessons Learned items (NUREG-0737) for Davis-Besse Nuclear Power Station Unit No. 1.

In our previous submittal, Toledo Edison identified a June, 1983 com-pletion date for items II.B.3 concerning Post Accident Sampling. The two sub-categories of this item were the RCS sampling panel and containment air monitor grab sample, which were the only items requiring further work to complete. At the time the June, 1983 date was given (September, 1982),

it was based upon vendor delivery estimates and engineering design. As of this date, vendor delivery estimates have slipped, engineering details have been refined, and construction manpower detailed estimates have been.

refined.

Specifically, the RCS sample panel as mentioned previously was being redesigned to ensure human factors criteria were included in the design.

As of this date, the estimated delivery is May 20, 1983. However, this estimate is not firm and is based upon a similar technique to the previous estimate that led us to project the original June, 1983 date. The vendor will not commit to a firm delivery until January, 1983. Based upon the current May 20, 1983 estimated delivery date, adding the estimated six month construction schedule, plus the two month start up testing and system check out, this will result in a slippage beyond December, 1983.

However, since Toledo Edison plans to exert continued priority effort on this item a commitment will be made to meet a December, 1983 completion date.

Every reasonabic effort will be made to improve upon the December, 1983 completion date and as the schedule is firmed up, we will keep the NRC informed.

Docket No. 50-346 License No. NPF-3 Serial No. 880 November 30, 1982 Page 2 We have run into valve delivery problems for the containment air grab sample modification, based on a similar reliance upon vendor delivery estimates, as on the RCS sample system. Our current estimate from the

. valve vendor is for a May 31, 1983 delivery date, but, again, a firm schedule for this will not be available until January, 1983. Based on construction manpower estimates, plus start up testing and system check out of similar magnitudes as above, a December, 1983 completion date is expected. Again, as the schedule becomes more definitive from the vendor, and our efforts to expedite delivery and construction continue, we will notify you of any improvements we are able to make in this schedule.

We are aware of your intent to submit Confirmatory Orders on this item, as well as other NUREG-0737 items, and wish to ensure that you are aware of the latest information for that submittal. Therefore, we have verbally discussc.. the content of this letter with our NRC Project Manager.

Very truly yours,
