I PROCESS CONTROL PROGRAM 1.0 Scope This program establishes the management system and controls that the Brunswick Steam Electric Plant (BSEP) uses to assure safe and effective solidification of various low-level radioactive waste liquids and slurries for off-site disposal.

2.0 Objective It is the objective of this program that the solidification of various low-level radioactive waste liquids and slurries for off-site disposal will be performed by approved vendors. The quality of the solidified product is to meet or exceed regulatory guidances and the disposal site criteria.

3.0 Management Program 3.1 Responsibilities 3.1.1 The Manager -

Plant Operations is responsible for verifying that the centracted services meet CP&L stan-dards and specifications.

3.1.2 The Manager - E&RC is responsible for:

a. Advising the Operations Manager on the appropriate technical standards, regulations, and requirements as related to solidification and shipping.
b. Reviewing the vendor's Process Control Program, operating procedures and proposed contractural agreements, and advising the Manager - Plant Opera-tions as to their adequacy.

c. Retaining vendor supplied documentation for NRC inspection and review.

l d. Monitoring vendor operations to assure compliance with CP&L practices and procedures as well as con-tractural agreement.

3.2 Specifications for Vendors The qualified solidification vendor will:

a. Provide a Process Control Program approved by:

(1) NkC (2) Disposal site licensee

b. Demonstrate the ability to meet:

(1) NRC solidification standards (2) Disposal site specifications for solidified liquid wastes (3) 00T shipping regulations (4) CPa. radiation protection procedures and practices

c. Provide the following for CP&L review and evaluation:

(1) Solidification system design (2) Operating procedures (3) A typical formulation used by the process for wastes similar to BSEP wastes.

3.3 Program Operations 3.3.1 The vendor will solidi fy and package the supplied liquid wastes and slurries according to approved pro-cedures.

3.3.2 The vendor will perform the tests described in the approved Process Control Program.

3.3.3 The vendor will supply the Manager -

E&RC with all documentation required to demonstrate compliance with solidification requirements.

3.3.4 The Manager - E&RC will retain documentation required to demonstrate compliance with solidification require-ments and standards.
