Dear Mr. Vassallo:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant, Unit Nos. I and 2.

These revisions supersede our request dated May 31, 1979 to incorporate Radiological Effluent Technical Specifications (RETS).

DISCUSSION By letter dated May 31, 1979, CP&L submitted proposed TS revisions to incorporata RETS into the Appendix "A" Technical Specifications for the Brunswick Plant.

However, as a result of discussions among the NRC, the NRC's consultant, and CP&L and an onsite meeting held on October 5,1982, we have prepared a revision to our 1979 RETS document.

This submittal is to provide CP&L's revised RETS package to the NRC as a license amendment request.

The following enclosures are attached:

1.

Revised RETS which supersede those revisions provided by our May 31, 1979 submittal (Enclosure 1 for Brunswick-1; Enclosure 2 for Brunswick-2).

2.

Justifications for major variances between the revised RETS and NUREG guidance (Enclosure 3).

3.

The revised Offsite Dose Calculation Manual (ODCM) which supersedes the document provided by our October 22, 1979 submittal (Enclosure 4).

The Process Control Program (PCP) for the Brunswick Plant (Enclosure 5).

Deletion of the Appendix "B" Technical Specifications (Enclosure 6 for Brunswick-1; Enclosure 7 for Brunswick-2).

The proposed RETS changes enclosed include the following:

1.

Defective Solenoid Valve & Valve Pilot Assembly Replaced|letter dated November 12, 1982]] concerning digital-to-analog instrumentation.

2.

Proposed revisions submitted by our letter dated November 18, 1981 concerning reactor vessel reference water level.

3.

Proposed revisions submitted by our letter dated November 8,1982 concerning a Special Test Exception for the core spray system.

4.

Proposed revi.sions submitted by our letter dated December 10, 1982 concerning the Administrative Controls section of the TS.

5.

Proposed revisions submitted by our letter dated October 22, 1982 concerning the reporting of safety / relief valve challenges.

6.

Proposed augmented off gas (AOG) system TS.

Paragraphs 2.K and 2 H of the Operating Licenses (OL) for Brunswick-1 and Brunswick-2 require the submission of proposed A0G system TS by January 15, 1983 (Unit 1) and July 15,1983 (Unit 2).

The revised RETS enclosed in this submittal include these TS as specified by the referenced OL paragraphs.

7.

Deletion of the remaining Appendix "B" TS.

Our letter dated February 19, 1982 previously requested deletion of certain portions of the Appendix "B" TS.

ADMINISTRATIVE INFORMATION i

Enclosed are TS pages with the RETS-related revisions indicated by vertical lines in the right-hand margins.

Since this letter supplements a previous submittal, CP&L has determined that no license amendment application fee is required.

IMPLEMENTATION SCHEDULE In order to allow sufficient time to prepare new procedures and needed procedural revisions, and to prepare the ODCM and 'CP for use, CP&L has scheduled implementation of the RETS for January 1, 1984.

This schedule will provide for an orderly transition from the current Appendix "B" TS to the proposed RETS. With regard to our February 19, 1982 submittal (refer to Item 7 above), please proceed with your review and issuance of appropriate amendments as soon as possible.
