Dear Mr. Denton:
In a letter dated November 23, 1982, South Carolina Electric and Gas Company (SCE&G) presented its position on Operating License Condition 2.3.(14) concerning operations at 50 percent power.
In response to NRC Staff request for more information, the following information is provided:
Paragraph two of the above referenced letter stated how SCE&G intends to apply the 50 percent power licensing condition for normal plant operations (excluding the power ascension program).
This interpretation has been discussed with NRC Region II staff and is consistent with the Region II position for operations at 100 percent power (reference:
NRC memorandum from Mr.
E.
L. Jordan, dated August 22, 1980). It is our understanding that NRC Region II is in agreement with the SCE&G position.
Paragraph three of the above referenced letter addressed the conduct of startup testing which may result in the indicated power being greater than 50 percent for short durations.
SCE&G intends to conduct these tests such that 50 percent thermal power should not be exceeded.
Justification for this testing to proceed is contained in a report f rom Westinghouse Electric Corporation entitled, " Interim Power Operation Evaluation Report, V.
C. Summer," dated September 1982.
This report was submitted to the NRC by letter dated October 4, 1982.
Please C/)I note Section 3.0 of this report which states that "the unit should be started up and perform power ascension tests, through the 50 percent pover level tests, per standard startup procedures."
The evaluation continues to state that "following the 50 percent tests, the unit should continue to operate at the approximate 50 percent power level, not exceeding 50 percent of full power feedwater of full power feedwater flow to K212170257 821214 PDR ADOCK 05000395 P

The intent of this evaluation is to allow the power ascension tests to be completed through the 50 percent power plateau.
SCE&G considers it prudent to complete the 50 percent power plateau testing prior to extended operations at 50 percent power.
SCE&G intends to implement the program as addressed in the Westinghouse evaluation.
