It has recently coue to our attention thot oar letters to the Comission of January 2,1974, and Juna 6,1970, were treated by the Staff as thou;,h we had intended for cham to constitute an application for authorization to construct a 230 kV transnission line from our Horth Anna Stat'ica to our Louisa Substation.

{ information about tnoaa plans, we did not intend for our submissions to you to constitute an appl.ication. Indeed, it has been our plan fron the outset that we would not file an application for thin line, if at all, until we had secured an operating license for i: orth Anna Unit 1. Accordingly, se would appreciate it if, to the extent yoar Ltaff has treated our correspondence as an application for permission to construct and operate this 11uc, you would treat such application as withdraun.
We vill apply for such authorization, if required, in time to enable the Staff to co::plete its environrmntal evaluation prior to the issuance of
