BELLEFON'E NUCLEAR PLANT UNITS 1 AND 2 - SUPPLEMENTAL INFORMATION ON VIOLATION 50-438,50-439/82-18 FAILURE TO FOLLOW PROCEDURE FOR HANGER INSPECTION 3 This is in response to D. M. Verrelli's letter dated July 26, 1982, report.

numbers 50-438/82-18, 50-439/82-18, concerning activities at the Bellefonte Nuclear Plant which appeared to have been in violation of NRC regulations.

Our response to the violation dated September 13, 1982, stated that parts-A and D of " Steps Taken to Avoid Further Violations" would be in effect by December 29, 1982. However, as discussed with NRC-0IE Inspector Paul Fredrickson on December 28 and 29, 1982, this date could not be met. Below is supplemental information and a revised completion date regarding these two consnitments.

Part A The drafts of lesson plans for the training program have been completed and are being reviewed within the unit for content. This process is taking longer than previously estimated and, accordingly, the program will be in effect by January 31, 1983 The proper training of individuals will be an ongoing activity.

Part D The reinspection effort has been completed; however, evaluation of the results and review of acceptance criteria in the detail necessary to reclassify some of the quality control inspections to engineering inspections is taking longer than anticipated.
