NARRATIVE

SUMMARY

OF OPERATING EXPERIENCE DOCKET NO. 50-266 UNIT NAME Point Beach Unit 1 DATE December 5, 1978 COMPLETED BY Wisconsin Electric Power Company Unit 1 was base loaded for approximately 93% of the period. Load reductions were attributabL' to one turbine run-back and eleven load reductions because of system requirements, physics tests, or minor maintenance.

The runback occurred at 4:43 p.m., November 6, when the tie breaker between the 1A03 and 1A05 4160 V engineered safeguards buses tripped. This resulted in a turbine runback

' due to loss of power to the control rod position indication (RPI) cabinets. The runback was stopped at 440 MWe when the emergency diesel generator automatically phased onto the 1A05 bus following the bus undervoltage condition and power was restored to the RPI cabinets.

When the tie breaker tripped, one pressurizer heater back-up group was lost. This, along with the control rods automatically stepping in and reducing reactor power during the turbine run-back, resulted in reactor coolant system pressure briefly dropping to 2193 psia. The Technical Specifications state that pressure may not drop below 2220 psia when normal operating pressure is 2250 psia. This event was reported in Licensee Event Report No. 78-016/01T-0.

Careful examination of the tie breaker, its under-voltage relay, affected bus, and other protection relays disclosed no abnormalities. The breaker was closed, and normal full-power operation was resumed at 5:15 p.m., November 6.

Load was reduced to about 475 MWe for about six hours on November 1 to repair a steam leak on the "D" moisture separator reheater manway diaphragm. Load was reduced to 445 MWe for thirteen hours on November 4 to conduct a power coefficient test to conclude post-refueling physics testing.

Load was reduced to 290 MWe for eight hours on November 19 in order to conduct condenser tube leak checks. Lead was reduced by about 3 MWe on November 24-29 to provide additional operating margin from core thermal power limitations while the unit's monitoring computer was out of service.

On seven occasions, load was reduced to an average of 445 MWe for an average duration of three and one-half hours each.

l Priinary-to-secondary leakage in the "A" steam generator gradually decreased to 28 gallons per day on November 16, 1978.

The leakage then stabilized and remained at about 28 gallons  !

per day to the end of the period.

The reactor coolant system chloride concentration exceeded normally acceptable levels for two brief periods during the month after a common solvent which contained chlorides was used to clean the internals of a charging pump.

Work on a steam generator blowdown modification has begun with completion scheduled for March 1, 1979. The purposes of the modification are to minimize plant discharges, conserve condensate and recover waste heat.

No major safety-related maintenance was performed during the period.

On five occasions load was reduced to an average of 460 MWe for an average duration of three and one-half hours each. Load was reduced to 345 MWe for two hours on November 13 to conduct turbine stop valve tests.

Unit capacity was reduced by about 6 MWe throughout

,~ the period as a result of moisture separator reheater tube i, leakage. The "B" and "C" moisture separator reheaters were taken out of service on November 17 when tube leakage became excessive.

The unit generated its 22 billionth kilowatthour of electricity on November 22.

At the end of the period, Unit 2 had been on line continuously for 225 days, setting a new Point Beach record for continuous on-line operation. The previous record was 197 days.

Work on a steam generator blowdown modification has begun with completion scheduled for March 1,1979. The purposes of the modification are to minimize plant discharge, conserve condensate, and recover waste heat.
