Dear Mr. O'Reilly:

f, Under the provisions of the operating license Technical Specifications, NRC Region II was notified on 11-17-78 that a potential significant deficiency existed at North Anna Power Station, Unit No. 1. NRC Region II was notified on 11-21-78 that this also constituted a substantial safety hazard as defined in 10CFR21.

In accordance with the reporting requirementa of the above regulations, the following information is submitted:

The Service Water Svstem nining and support requirements have been analyzed for thermal p "..aic produced stresses assuming a maximum Service Water tempm.e e of v5'F. The piping has been analyzed for a minimum Service Water temperature of 45*F. The pipe supports had been analyzed assuming a minimum temperature of 70*F. The Technical Specifica-tions limit the Service Water temperature to 95*F and preliminary analysin indicates that LOCA conditions may cause a greater than 95'F Service Water temperature. Analysis completed since the discovery of this problem has determined that all pipe supports are adequate for Service Water temperatures from 45*F to 95*F< p t7 812 (,6 013N ~

Approximately 674 pipe supports and all Service Water piping is affected by this deviation. North Anna Unit No. 2 is also affected. ,

Investigation is continuing to determine required corrective action.
