O'Reilly NRC Notice of Violation NRC Report 82-52 December 1, 1982 ATTACHMENT I RESPONSE TO NOTICE OF VIOLATION INSPECTION REPORT 82-52 I.

ADMISSION OR DENIAL OF THE ALLEGED VIOLATION South Carolina Electric and Gas Company is in agreement with the stated violation.

II.

REASON (S) FOR THE VIOLATION The reason for the stated violation was that the Surveillance Test Procedure (STP-ll4.002) was not adequate for performing Technical Specification Surveillance item 4.4.6.2.l(d), " Reactor Coolant System Water Inventory," as intended.

The subject surveillance test procedure (STP) contained an initial condition which required the Reactor Avg be maintained +1 F; however, Coolant System (RCS) T no adjustment in leakage rates for RCS temperature change, orloggingofTy$ished.to ensure that temperature did not A

change was accomp Also, the STP required recording of pressurizer level at the start and end of the test, but did not make adjustments in leakage rates for changes in pressurizer level.

III.

CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED Upon notification of this condition by the NRC Inspector, immediate corrective action was taken to instruct operations personnel to maintain TAvg and pressurizer level constant during performance of the STP.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER VIOLATION The subject surveillance test procedure (STP-114.002) has been revised to adjust leakage rates for changes in Tayg and pressurizer level.

Additionally, density compensation for changes related to pressurizer level and Ayg is used to normalize the leakage results.

Full compliance has been achieved.

STP-114.002 was revised and issued for implementation on November 19, 1982.
