SUBJECT:

SAFETY EVALUATION OF THE POINT BEACH RESPONSE TO THE STATION BLACK 0UT RULE (TAC NOS. 68586 AND 68587)

We have completed our review of your April 17, 1989, response to the station blackout rule.

Our review considered supplemental information obtained sub-sequent to your initial response.

Specifically, with the assistance of a contractor (Schnee Applications International Corporation (SAIC)) we performed a site audit fr.w August 15 to August 18, 1989. On September 26,1989, you submitted a letter providing additional information about we status of the gas turbine generator (GTG) as an alternate AC power source for Point Beach Nuclear Plant.

By letter dated March 30, 1990, you provided information concerning effects of loss of ventilation. By letter dated June 29, 1990, you provided information concerning gas turbine testing and reliability.

By letter dated August 3, 1990, you advised of your intent to install two additional diesel generators and two additional station batteries.

A copy of our safety evaluation is enclosed. Attached to the Safety Evaluation is a copy of the report provided to us by our contractor:

" Technical Evalu-ation Report, Point Beach Nuclear Power Plant Units 1 and 2, Station Blackout Evaluation," SAIC-89/1153, Revision 2, Final, July 31, 1990. The safety evaluation identifies additional tests and analyses which you must complete.

These include a demonstration that the GTG can attain and maintain a 0.95 reliability index, establishment of test and surveillance procedure: to ensure that the GTG reliability is maintained at an acceptable level, a test to demonstrate that the GTG can power station blackout loads within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> of the blackout, battery capacity calculations, and documentation supporting heat-up calculations.

The additional information required by the safety evaluation need not be submitted but should be retained and made available for further inspection by NRC.

The safety analysis recommends a revision to technical specifications regarding the condensate storage tank. The staff has not addressed how technical speci-fications for the station blackout equipment should be applied.

Further guidance on this may be provided at a later date, in the meanwhile, it is our expectation that you will incorporate appropriate testing and surveillances in your plant procedures to ensure the operability of station blackout equipment.
