SAFETY EVALUATION AMENDMENT NO. 6 TO NPF-10 SAN ON0FRE NUCLEAR GENERATING STATION, UNIT 2 DOCKET NO. 50-361 Introduction By letter dated August 5,1982, the Southern California Edison Company (the licensee) requested a change to the San Onofre Nuclear Generating Station, Unit 2, Technical Specifications, Table 3.3-13, Radioactive Gaseous Effluent Monitoring Instrumentation. Specifically, this change will permit limited purging of the Unit 2 containment utilizing the wide range monitor 2RT-7865-1 for monitoring the Unit 2 containment purge exhaust when the containment air-borne monitor 2RT-7804-1 is inoperable.
Evaluation In Supplement No. 5 to the Safety Evaluation Report for San Onofre, Units 2 and 3, we stated that the licensee's proposal to utilize the normal range containment airborne monitor 2RT-7804-1 and the associated sampling media for continuous monitoring and sampling of the containment purge exhaust of Unit 2 is acceptable until the startup after the first refueling outage. Tne licensee has subsequently requested, by letter dated August 5,1982, to change the technical specification relating to the above monitor.
Specifically, the licensee proposes to utilize the wide range noble gas monitor ~2RT-7865-1 and the associated sampling media for monitoring and sampling the containment purge exhaust of Unit 2 when Unit 2 containment is purged and when the containment airborne monitor 2RT-7804-1 is inoperable.
We have reviewed the licensee's request for change in technical specifications',.
referenced above, and concluded that the requested change in acceptable"for 30 days, thereby allowing time to repair 2RT-7804-1. We will consequently amend the technical specification relating to the above item accordingly.
We have accepted the requested change in technical specifications for the following reasons:

The wide range monitor 2R' PM 1 overlaps completely the normal range provided by the normal "any containment airborne monitor 2RT-7804-1 and consequently cr ; itr the normal range concentrations.
When the normal rar e ccc"iment airborne monitor is inoperable and the' 2.
m wide range monitor is used, the purging of the containment will be restricted to two hours a day.
3.
On detection of high radiation on the exhaust line of the. containment purge for Unit 2, the containment purge exhaust for Unit 2 will be terminated.

i Environmental Consideration We have determined that the amendment does not authorize a change in effluent
, types or total amounts nor an increase in power levels and will not result in any significant environmental impact. Having made this determination, we have
'further concluded that the amendment involves an action which is insign-ificant from the standpoint of environmental impact, and pursuant to 10 CFR Section 51.5(d)(4), that an environmental impact statement or negative declara-tion and environmental impact appraisal need not be prepared in connection with the !ssuance of this amendment.
Conclusion Based upon our evaluation of the proposed changes to the San Onofre, Unit 2 Technical Srecifications, we have concluded that:
(1) because this amendment does not involve a significant increase in the probability or consequences of accidents previously considered, does not create the possibility of an accident of a type different from any evaluated previously, and does not involve a significant decrease in a safety margin, this amendment does not involve a significant safety hazards consideration; (2) there is reasonable' assurance that the health and safety of the public will not be endangered by operation in the proposed nanner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public. We, therefore, conclude that the proposed changes are acceptable.
