Mark I Containment Program Extension of Time

Dear Mr. Vassallo:

Reference 1 required that the District complete Mark I Containment Program modifications at CNS no later than September 30, 1982. During our meeting with the Staff on April 28, 1982, in which we presented our Plant Unique Analysis Report (PUAR), we informed the Staff that the above completion date would be met for all items except torus temperature monitoring wiring and installation of satety related components for the safety relief valve logic system. It has now been determined that some work will be performed after September 30, 1982, on the remaining piping hangers external to the torus (torus attached piping).

The work remaining to be done on the torus tenperature monitoring system involves installation of specialized cabling which has been on order but due to the extensive delivery time, has not as yet been received.

The issue of the relief valve logic system changes (low-low set relief) will be discussed in a meeting with General Electric and the Staff in September 1982. This modification has not been performed at Cooper Nuclear Station because this is a major design change and will require prior NRC approval.

All plant modifications to the torus internals are complete and due to the need for caref ul supervision of the piping contractor at the station, some modifications to torus attached piping remain to be completed.

As discussed previously with the Staf f, the District respectfully requests that the September 30, 1982 date in the referenced order be changed to l
