Licensee Event Report 2-93-006, Licensing Basis for Units 2 and 3 Auxiliary Feedwater Piping Tornado Missile Barriers Not Fully Met - Voluntary Report Enclosed are Amendment Application Nos. 138 and 122 to Facility Operating Licenses NPF-10 and NPF-15, respectively, for the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3. The Amendment Applications consist of Proposed Change Number 433 (PCN-433), which is a request to revise the licensing basis as described in the Updated Final Safety Analysis Report (UFSAR) Section 3.5.3, " Barrier Design Procedures."

This change to the licensing basis of SONGS 2&3' incorporates the use of NUREG -

0800, " Standard Review Plan" (SRP) methodology in evaluating tornado-generated 9issile protection barriers. In particular, a probability based criteria is used to evaluate missile barrier requirements consistent with the NRC's Standard Review Plan Section 3.5.1.4.

As a result of our continuing Design Basis Documentation work, Edison anticipates that similar situations requiring clarification may be identified in the future.
