Gentlemen:
Subject: IE Report No. 50-261/82-03
This refers to the investigation conducted by Mr. J. Y. Vorse of this office on
January 11 - February 26, 1982, of activities authorized by NRC License
No. DPR-23 for the H. B. Robinson facility.
Areas examined during the investigation and our findings are discussed in the
enclosed investigation report. Within these areas, the investigation consisted
of selective examinations of procedures and representative records, interviews
with personnel, and observations by the investigator.
During the investigation, it was found that certain activities under your license
appeared to violate NRC requirements.
This item and references to pertiner,*
requirements are presented in the Notice of Violation enclosed herewith as
Appendix A.

Appendix A.
The violation has been categorized as an infraction as described in corre-
spondence to you dated December 31, 1974.
Proposal of a civil penalty was
considered for this violation.
However, in consideration of the fact that the
matter was licensee-identified, promptly reported upon identification, and
immediately corrected, and apparently was an isolated event which occurred in
April 1977, no penalty has been proposed. While our investigation disclosed that
a dif ferent system for handling such matters is now in effect within your
organization which would probably preclude a repetition, we request that you
assess the adequacy of that system in preparing your response to Appendix A.
In accordance with the provisions of 10 CFR 2.790(a), a copy of this letter and
the enclosures will be placed in the NRC Public Document Room unless you notify
this office, by telephone, within ten days of the date of this letter and submit
written application to withhold information contained therein within thirty days
of the date of this letter.
Such application must be consistent with the
requirements of 2.790(b)(1).
The responses directed by this letter and the enclosures are not subject to the
clearance procedure of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, PL 96-511.
