APPENDIX A NOTICE OF VIOLATION i

Carolina Power and Light Company Docket NO. 50-261 H. B. Robinson License No. OPR-23 .

i Based on the NRC investigation conducted from January 11 to February 23, 1982, certain of your activities were apparently not conducted in full compliance with

NRC requirements as indicated below. These items have been categorized as i described in correspondence to you dated December 31, 1974.

Technical Specification 6.9.2.a requires the licensee to report to the NRC, within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />,. discovery of conditions not specifically considered in the safety analysis report or Technical Specifications that require remedial action or corrective measures to prevent development of an unsafe condition.

1977, from Southwest Research Institute, the licensee did not report to the NRC conditions in the safety analysis report or Technical Specifications.

The conditions related to radiation embrittlement of the reactor vessel. It <

required consideration of remedial action, modification of heatup and cooldown limitations, to prevent development of an unsafe condition.

This is an infraction.  ;

, explanation in reply, including: (1) admission or denial of ' the alleged f l violation: (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (a) corrective steps which ,

will be taken to avoid further violations; and (5) the date when full compliance ,

will be achieved. Consideration may be given to extending your response time for f good cause shown. -
