t APPENDIX A NOTICE OF VIOLATION Florida Power Corporation Docket No. 50-302 Crystal River Unit 3 License No. DPR-72 As a result of the inspection conducted on fiarch 27 - April 26,1982, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (fiarch 9,1982), the following violations were identified.
A.
10 CFR'50.59 allows the licensee to make changes to the facility without prior'NRC approval provided a change in Technical Specifications is not involved or an "Unreviewed safety question" does not exist.
Contrary to the above, on March 3,1982, due to an inadequate Modification Safety Evaluation, the licensee approved Modification Approval Record (MAR) 82-1-16 authorizing a modification ard completed the modification that changed the time response for the RCPPM's to a value that exceeded.the TS limit without prior NRC approval.

B.
Technical Specification (TS) 6.8.2 requires each,,cocedure delineated in TS 6.8.1 and Regulatory Guide 1.33, 1972 to be reviewed by the Plant Review Committee (PRC) and approved by the Nuclear Plant Manager prior to imple-mentation.
Regulatory Guide 1.33 requires procedures for each surveillance test and calibration listed in the TS. TS 4.3.3.3.1 requires functional testing and channel calibration of the triaxial time-history accellographs and triaxial seismic switch.
Contrary to the above, on April 20, 1982, the vendor procedure used to perfonn the calibration of the triaxial time-history accelographs and triaxial seismic switch.was not reviewed by the PRC and approved by the Nuclear Plant fianager prior to implementation.

. Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged viola-tions; (2) the reasons for the violations if ' admitted; (3) the corrective steps 3
which have been taken and the Eresults achieved; (4) corrective steps which will be taknn ;to. avoid further violations; and (5)'the date when full compliance will be achi'eved.
Consideration may be given to extending your response time for good causefshown.
