Baltimore Gas and Electric Company hereby requests an Amendment for Operating License DPR-53 for Calvert Cliffs Unit No. I with the submittal of the enclosed proposed change to the Technical Specifications.

PROPOSED CHANGE (BG &E FCR 81-1035)

Delete Figure 3.7-1 and add new Figure 3.7-1, Attachment 1.

Delete page B 3/4 7-2 and add new page B 3/4 7-2, Attachment 2.

Delete page 3/4 7-5 and add new page 3/4 7-5, Attachment 3.

DISCUSSION /3USTIFICATION The proposed Amendment is being requested in accordance with reference (a) and amends current Technical Specifications to include the automatic initiation of Auxiliary Feedwater to each Steam Generator for MODES I and 2 per item II.E.1.2 of reference (a).

Reference (b) requested adding a new Figure (3.7-Later) which would provide a correlation between Steam Generator Pressure versus Auxiliary Feedwater Flow. This correlation will allow us the flexibility of performing future surveillance testing on the system without reducing power to achieve the reference Steam Generator pressure reflected on Figure 3.7-1 of the current Technical Specifications.

r Mr. Robert A. Clark August 6,1982 Page 2 We have completed tests on Unit I which correlate Steam Generator pressure and Auxiliary Feedwater flow and we are submitting new Figure 3.7-1 (Attachment 1) to replace the existing curve in the Technical Specifications.

Additionally, we have changed Section 3/4.7.1.2 of the Bases to address an Auxiliary Feedwater flow setting nominal value of 115 gpm at 900 psia to account for instrumentation error and system flow control repeatability. Attachment (3) is included as clarification and replaces the word " area" with " limits", under the LCO section of the Technical Specifications.

This amendment is being submitted in response to NUREG-0737 and provides automatic feedwater control requiring no immediate operator response to ensure adequate steam generator inventory during postulated events involving a loss of normal feed capability.

SAFETY COMMITTEE REVIEW This proposed change to the Technical Specifications has been reviewed by our Plant Operations and Safety and Off-Site Safety Review Committees, and they have concluded that implementation of this change will not result in an undue risk to the health and safety of the public.

FEE DETERMINATION We have determined, pursuant to 10 CFR Part 170, Paragraph 170.22, that this Amendment request consists of Class 111 amendment for Calvert Cliffs Unit No.1, and accordingly, we are including BG&E Check No. B068493 in the amount of $4,000.00 to cover the fee for this request.
