Subject: Combined Inspection Nos. 50-245/82-11 and 50-336/82-11
This refers to the routine safeguards inspection conducted by Ms. Nancy J.
Cogan of this office on May 24 through 28, 1982, at the Millstone Nuclear
Power Station, Units 1 and 2, Waterford, Connecticut, of activities authorized
by NRC License Nos. DPR-21 and DPR-65, and to the discussions of our findings
held by Ms. Cogan with Mr. E. J. Mroczka and other members of your staff at
the conclusion of the inspection, and to a subsequent telephone conversation
between Ms. Cogan and Mr. M. H. Clark of your staff on July 9,1982.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, no violations were observed.
However,
one activity appears to be a deviation from a commitment made in your letter
dated January 26, 1982 (NNECO
letter A01951), in response to Combined
Inspection Report 50-245/81-12 and 50-336/81-11, dated November 27, 1981.
This item, and reference to the specific commitment, is set forth in the
Notice of Deviation enclosed herewith as Appendix A.
In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of
security measures for the physical protection of special nuclear materials and
certain plant equipment vital to the safety of production or utilization
facilities is deemed to be Safeguards Information.
Each person who produces,
receives or acquires Safeguards Information is required to ensure that it is
protected against unauthorized disclosure. Therefore, except for the report
cover sheet, the enclosures to this letter and your response to this letter
will not be placed in the Public Document Room and will receive limited distri-
bution pursuant to 10 CFR 73.21(c).
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
