K. Schuster letter to T. E. Murley Dear Dr. Murley In reference (a), Commonwealth Edison (Edison) proposed to amend Appendix A, Technical Specifications of Facility Operating Licenses NPF-37 &

66/NPF-72 & 77 for the Byron /Braidwood Stations, pursuant to 10 CFR 50.90.

The proposed amendment is the result of an engineering review to identify any Technical Sp6cification changes which might prevent or mitigate the consequences of a loss of decay heat removal event. Amending Technical Specifications was one of the programmed enhancements specified in the i

" Recommended Actions" portion of Generic Letter 88-17.

In reference (a). Edison requested the review and approval of this proposed Amendment be completed by August 1, 1990. This would allow an appropriate amount of time for planning and scheduling the removal of the autoclosure interlock feature in the next Unit 2 Byron refueling outage currently scheduled for September, 1990.

Consistent with this request for Byron station, Edison requests that an implementation date of the new Technical Specification for Braidwood Station be scheduled for December 15, 1990 to facilitate similar planning for Braidwood Unit 1.

The removal of the autoclosure interlock feature is j

scheduled to occurr during the Braidwood Unit I refueling outage, planned to start the week of January 21, 1991.

Establishing an implementation date of December 15, 1990 will allow for appropriate modification package and procedure revision processing.
