SUBJECT:

1) GAD 0LINIA SCPAP REC 0VERY PROCESS (TAC NO. L30506) l
2) UF FACILITY RELOCATION (TAC NO. L30591) l 6

We have received your letter dated October 8,1993, requesting that the 1 Nuclear Regulatory Commission suspend review of your amendment application for modifying the gadolinia scrap recovery process, until you notify us of your schedule for resumption. i As you know we have already expended significant effort on this review. We estimate that to complete the review and issue a decision on the amendment would require less than 2 weeks of staff tirne. le suspend the review for 6 months or more, as your letter suggests, and then resume the review will require additional time for the staff to refamiliarize themselves with'the amendment application, the request for additional information (RAI), and your response to the RAI. This delayed effort will therefore be potentially more costly to Siemens. Your response to the RAI for the UF cylinder storage relocation amendment 6 request was due October 15, 1993; as of now, we have not received a response to this RAI. Because of other scheduling commitments which will impact our ability to review this at a later date we will inform you of our expected completion date following receipt of your response to the RAI. If you have questions regarding these amendments or our plans to address them, please contact me at 301-504-3493 or Mary Adams at 301-504-2505. Please i reference the above TAC Nos. in future correspondence related to these requests. SNf6MlE61GNED BY i Robert C. 1) GAD 0LINIA SCRAP REC 0VERY PROCESS (TAC NO. d O506) 1
2) DF FACILITY RELOCATION (TAC NO. L30591) 6 We have received your letter dated October 8,1993,, requesting lthat the _ _

Nuclear Regulatory Commission suspend review of your amendment application for modifying the gadolinia scrap recovery process, u 'til you notify us of your schedule for resumption. Since we have already expended significant eff rt on the review, we would prefer to complete it, rather than to set th ' amendment aside and then restart 9 at some undetermined future date. We estimate that to complete the review and issue a decision on the amendment will req ' ire less than 2 weeks of staff time. To suspend the review for 6 months r more, as your letter suggests, would require additional time for the stp f-to refamiliarize themselves with the amendment application, the request for additional information (RAI), and your response to the RAI when the review is resumed. This would not be an efficient use of staff resources, wou 6 have an adverse impact on other work, and be potentially more costly to Si ens because of the duplication of effort. i With respect to the UF,, cylinder storage relocation amendment request,:your response to the RAI was due Octob6r 15, 1993; as of now, we have not received. a response to this RAI. Inasmuc,h as we have scheduled staff time within the-next month to review the respor)de and issue a decision on the amendment - ~' application, it is important that the responses be provided within the timeframes specified in the I letter. If you have questions regar ing these amendments or our plans to address them, please contact me at 301-504-3493 or Mary Adams at 301-504-2505.
