RELOCATION AND UPGRADE OF UF CYLINDER STORAGE AND HANDLING FACILITY 6

(TAC NO. L30591)

This refers to your letter dated March 8,1993, describing your plans to relocate and upgrade the UF cylinder storage and handling facility. Our 6

review has identified that the following additional information is needed before final action can be taken on your request.

The relocation and upgrade of the UF cylinder storage facility should be 6

performed as an amendment to Part I and changes to Part II of your License SNM-1227.

Part I should be amended to include specific license conditioas for the new UF cylinder storage and handling facility. These' conditions should 6

include the following:

1.

The maximum number, size, and capacity of UF cylinders that will be 6

stored and handled in the area; 2.

A brief description of the UF cylinder facility and its operation, 6

including operating equipment layout, safety-related equipment, and mechanical operations; 3.

A brief. summary of the management control system to be used at the new UF cylinder facility; 6

4.

A description of the processes that could pose a risk to the employees' or the public's health and safety or to the environment and safe operating parameters for those processes; S.

A description as to how nuclear criticality safety will be provided and the double contingency principle implemented at the UF cylinder 6

storage and handling facility; 6.

A description of changes, if any, to the environmental monitoring program resulting from the UF cylinder facility relocation and 6

upgrade; 7.

A description of the processes and systeins for handling, storing, 170058 and disposing of radioactive wastes; and t,.

/s description of changes to the decommissioning plan resulting from the relocation and up9rade of the UF cylinder facility. Any 6

changes to the cost estimate and decommissioning funding plan should be incorporated into the plan.

Part II, the Safety Demonstration portion of the amendment application, should provide a basis for the proposed commitments in Part I to demonstrate that adherence to the license conditions will provide an adequate level of protection for the public and worker's health and safety and for the environment. This Safety Demonstration should include the following:

1.

Revisions to the figures in Chapter 10, Facility Description, showing the location of the new UF storage area and its buildings 6

and structures; 2.

An estimate of potential exposures of plant employees and the local population to any radioactive materials or radiation resulting from routine UF cylinder storage and handling facility operations and 6

from postulated plant accidents caused by credible events both internal and external to the plant; 3.

A listing of the building codes and standards used in the design and construction of the UF cylinder handling facility and the process 6

equipment (e.g., bridge cranes, scales, rail trolleys, storage racks), including any safety-class equipment and the basis for selection of that equipment; 4.

A discussion of the principal protection systems used at the UF, cylinder storage and handling facility, including systems for fire and explosion protection, radiological protection, criticality safety, industrial and chemical safety, engineered confinement barriers, and engineered features to assist in decontamination of the UF cylinder storage and handling facility; and 6

5.

An estimate of the types and volumes of radioactive waste that will be generated from the new UF facility and a description of 6

treatment processes for gaseous, liquid, and solid wastes.

These changes should also be incorporated into your renewal application.

The additional information should be provided in the form of a revised application within 60 days of the date of this letter.

Please reference the above TAC No. in future correspondence related to this amendment.
