Gentlemen:
Subject: Report Nos. 50-321/82-09 and 50-366/82-09
This refers to the routine safety inspection conducted by Mr. .R.
F. Rogers of
this office on January 21 - March 1, 1982 and to the management meeting held at
the Region II office at your request on April 2,1982 regarding the circumstances
surrounding the erroneous RCIC inboard steam line isolation valve setpoint. The
scepe of the inspection related to activities authorized by NRC License Nos.
DPR-57 and NPF-5 for the Hatch facility. Our preliminary findings were discussed
with Mr. T. Greene, Assistant Plant Manager, at the concl.usion of the inspection.
Areas examined during the inspection and our ' findings are discussed in the
enclosed inspection report.
Within these areas, the inspection consisted of
selective examinations of procedures-and representative records, interviews.with
personnel, and observations by the inspector.
During the inspection, it was found that certain activities under your license
appear to violate NRC requirements.
These items and references to pertinent
requirements are listed in the Notice of Violation enclosed herewith as
Appendix A.
Elements to be included in your response are delineated in
Appendix A.
During the inspection it was found that certain activities under your license
appeared to deviate from commitments to the Commission and have safety
significance.
This item is identified in the Notice of Deviation enclosed
herewith as Appendix B.
Please provide us in writing within 30 days of your
receipt of this letter your comments including a description of corrective
actions that have been or will be taken, corrective actions which will be taken
to avoid further deviations, and the date your corrective actions were or will be
completed.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures will
be placed in the NRC's Public Document Room unless you notify this office, by
