" FITNESS FOR DUTY PROGRAMS" South Carolina Electric & Gas Company (SCE&G) appreciates the opportunity to comment on the Nuclear Re ulatory Commission s (NRC) oposed change to 10CFR26.24. In effect, the sub ett revision adds (to paragrap 6.24(d)) a sentence which eliminates plant management's ability to temporarily remove from unescorted access those individuals whose preliminary tests have shown positive for proscribed substances. SCE&G agrees with the views of NRC Chairman Carr and the Nuclear Management and Resources Councilin that the proposed amendment to Part 26 unduly restricts licensees from taking prudent action to protect their tants and the health and safety of the public when reasonable evidence ind cates substance abuse by individuals with access to protected areas. On this ba .s, SCE&G opposes the amendment even though the Virgil C. Summer Nuclear Station Fitness
- for Duty Program does not currently utilize on site screening of urine samples.
