Dear Mr. Hoyle:

South Carolina Electric and Gas (SCE&G) submits these comments on the p(60 F etition for rulemaking to amend the emergency planning standard in 10 CFR 50.47, Rec. 58256, November 27,1995), " Peter C. Crane, Receipt of Petition for Rulemaking." The proposed petition recommends that the planning standard for protective actions for t be general public include the prophyl actic use of potassium iodide (KI).

The current protective actions of evacuation and sheltering provide the best level of protection for the general public for most situations.

A program to mandate the stockpiling and distribution of Kl for the general public will result in new and additional problems for state and local governments and may deter from the focus in providing the most effective and preferred means of protection of the general public, which is evacuation.

The safety record of the U. 5. commercial nuclear power program and the demonstrated strength of the emergency preparedness programs of commercial nuclear power plants provide a level of protection to the health and safety of the general public and employees unequaled by any other industry in the world.

SCE&G appreciates the opportunity to review and provide comment on this petition for rulemaking.
