Subject:

VIRGIL C.SUMMERNUCLEAR STATION DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 i COMMENTS ON DRAFT REGULATORY GUIDE - 1068 i MEDICAL EVALUATION OF LICENSED PERSONNEL AT NUCLEAR

POWER PLANTS h South Carolina Electric and Gas Company (SCE&G) has reviewed ANSI /ANS-3.4-1996 and offers the following comment. In section 5.3.5 (Cardiovascular), stanuna is to be evaluated through the use of a treadmill, bicycle ergometer, or other valid and reliable testing method for measuring aerobic capacity.

j ' Since our Medical Officer is neither set up to perform this type test nor perform CPR on a j collapsed individual, SCEAG would be required to send the licensed operators to a cardiologist /

j internist qualified in treadmdl type tests. The inherent danger to the personnel involved and cost

. involved for speciahsts to perform the test outweigh any benefit gained by annual testmg of all
licensed operators. SCE&G does not understand the reason for this test for licensed operators, as
most of the strenuous tasks are performed by non-licensed operators and not those in the control i room. If there is disagreement with the comment, SCE&G would recommend decreasing the
frequency of the test to every other year for personnel over 45 years of age as our Medical Officer feels this would be more than adequate.

SCE&G appreciates the opportunity to comment on this draft regulatory guide. Should you have any questions, please call Chris Crowley at (803) 345-4409.

j Sincerely, I t
