This letter will clarify the. Duquesne Light Company position concerning implementation of Appendix A
of Regulatory Guide 8.38, j
" Radiological Precautions During Diving Operation,
during our planned Spent Fuel Pool rerack modification.
The guidance provided in Appendix A of Regulatory Guide 8.38 will be included in our site specific procedure for controlling radiological diving operations with the exception of Item 6.
Item 6 requires the use of a calibrated dosimeter that'provides an alarm to the diver while underwater.
The alternate method for satisfying this function includes:
1) utilization of calibrated remote indicating
)
instrumentation; and 2) continuous communications between the i
individual monitoring the remote indication and the diver in the water.
During a conference call held on September 2, 1993, members of the NRC staff concurred with the Duquesne Light Company alternate position.
It should be noted that diving operations are not planned to support the rerack effort.
Diving operations represent contingency planning only.
