REQUEST FOR ADDITIONAL INFORMATION REGARDING CONTROL ROD OPERABILITY TECHNICAL SPECIFICATION AMENDMENT REQUEST FOR BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 (TAC NOS. M85736 AND M85737)

By letter dated January 25, 1993, Carolina Power & Light Company requested an amendment to the Technical Specifications (TS) Section 3.1.3.5 for the Brunswick Steam Electric Plant, Units 1 and 2.

To allow operation with more than one inoperable control rod scram accumulator.

The current TS do not address operating with more than one inoperable accumulator. thereby requiring entry into TS 3.0.3.

The staff has completed its initial review of your submittal.

identifies areas where additional information is required to complete our review.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P. L.96-511.

ENCLOSURE 1 REQUEST FOR ADDITIONAL INFORMATION BRUNSWICK STEAM ELECTRIC PLANT, UNITS I AND 2 TECHNICAL SPECIFICATIONS CHANGE REGARDING CONTROL ROD OPERABILITY

The application for amendment does not account for the extent of scram time degradation for depressurization events when accumulators are not available.

Scram time determination for control rods declared inoperable because of inoperable accumulators is not required under the proposed change.

Further, no assurance exists that the affected rods will scram as required for depressurization events.

Please provide information demonstrating how the intended Technical Specification change affects control rod scram times during depressurization accidents.

Although the documents cited in the amendment request explain the control rod drive (CRD) system capability to provide scrams in degraded CRD system states, the effect on plant safety analyses must be clearly discussed.

Emphasis should be placed on events which require the scram energy of the accumulators to satisfy analysis assumptions (e.g., loss-of-coolant accident (LOCA), main steam line break (MSLB), or other l

depressurization events).

Please provide further information demonstrating how the intended Technical Specification change affects i

existing safety analyses.
