Dear Ms. Adensam:

As discussed in a recent telephone conversation with Mary Adams of your staff, Siemens Power Corporation (SPC) plans to relocate and upgrade its UF cylinder storage and s

handling facility. Below is a description of the project.

The UF cylinder storage and handling facility will be located east of the Ammonia Recovery _

s Facility with paved access to the UO Building and the future dry conversion facility. Tne new 2

location will facilitate the servicing of these two buildings. A direct access road to Horn Rapids Road will be provided along with a truck staging area. This new road and staging area will alleviate the traffic congestion problems inherent with the current arrangement.

The facility will include an asphalt pad for single tier storage of 315 UF cylinders and stacked g

storage of 105 empty cylinders. A covered area will be provided, as part of the cylinder storage pad, for loading and unloading trucks, removing cylinders from overpacks, and transfering cylinders to the scale house. Two 5 ton motorized bridge cranes will be provided to service the entire cylinder storago area and the area wii! be protected by guardrails.

An 18 ft. X 40 ft. metal fabricated scale house will be provided to house equipment for weighing and assaying cylinders and to provide personnel comfort during inclement weather.

The scale house will provide for weighing and assaying two cylinders at a time with two rail trolleys. Each trolley will have access to either scale and will be able to be loaded from either side of the scale house.

An area on the asphalt pad, but separate from the cylinder storage area will be provided for stacked storage of 125 UF cylinder overpacks. This area will be serviced by fork truck.

3 Groundwater monitoring wells currently in required use, which are in the area to be covered with asphalt, will be equipped with flush mount caps for continued usage. March 8,1993 which are not required, will be closed per Washington State Department of Ecology requirements.

The location of this new facility requires relocating the fence which encloses the controlled access area of SPC's Engineering and Manufacturing Facility. The attached sketch shows the additional fenced area.

SPC intends to begin site preparation about June 1,1993 and begin operations with the new facility in September of 1993. Prior to operation we will submit changes to the applicable pages of Part 11 of our license.
