Advanced Nuclear Fuels Corporation (ANF) hereby requests a release of Room 157 of-

. the Specialty Fuels ~ Building for unrestricted use pursuant to the referenced guide. Room 157 -

i had been used for storage of sealed, contamination-free containers of plutonium oxide, mixed j

. oxide, and mixed oxide waste. The room has been emptied of all nuclear materials and has been extensively. cleaned in preparation for final survey. A-Decommissioning; Survey Report is 1

enclosed which contains some details describing the cleaning and dismantling effort prior to the i

' final release survey ~and a copy of the final release survey itself.. Two architectural drawings are included, plus copies of a few' photographs to assist in establishing structural details of the room..

ANF (formerly Exxon Nuclear Company, Inc.) manufactured mixed oxide reactor fuel l

elements during the early 1970's. Manufacturing was discontinued in 1975 and the equipment e

was placed in storage. In 1985, the equipment was decontaminated and placed in a radioactive waste disposal site. The waste from the decontamination effort was placed in lined l55-gallon

' drums and stored in Room 157.- Adjacent Rooms 155,156,158,158A and 173 were cleaned and released by the licensee. A confirmatory survey was performed in February 1986 by Oak Ridge i

. Page 2 Associated Universities. By letter dated May 30,1986 to C. W. Malody from W. T. Crow (USNRC), the facility, with the exception of Room 157, was released for unrestricted use with respect to plutonium. This space is needed for other purposes and release from plutonium status is necessary.

Room 157 was used solely for storage of plutonium compounds or mixed oxides in sealed, contamination-free containers. There is no history of any spills or releases in the room.

The cleanliness of the room is attested by Survey Report No. 47 which shows the floor area to be clean prior to any cleaning effort. The fact that the final survey revealed that Room 157 is well within the referenced guidelines was, therefore, to be expected.

We 'would appreciate your response to our request for release of Room 157 for unrestricted use on or before September 1,1990 to allow earliest other use of that facility.
